SCOPE

The project “The Role of NGOs in the Alternative Care of Children” aims to improve the overall framework of the NGOs active in the field of alternative care of children with a particular emphasis on financing the delivery of social services.

PROJECT OBJECTIVES

By the end of the project, the public authorities involved in the project will have a better understanding of the role of NGOs in the alternative care of children and will be more open to an effective partnership with them, involving a standard cost funding mechanism for children under the responsibility of NGOs. (Objective 1)

 

Additionally, the NGOs involved in the project will know how to respond to the local needs identified by public authorities and will be open to establishing effective partnerships with them. (Objective 2)

 

Moreover, SOS Children’s Villages Romania will strengthen its capacity in the field of volunteering, by developing a system to recruit, train and support volunteers. (Objective 3)

EXPECTED RESULTS:

  • One partnership with the project partners – SOS Norway and the NGOs’ Federation for Child
  • Development of an analysis report approved by the project team;
  • 8 regional meetings with both NGOs and local authorities;
  • 160 participants in the regional meetings;
  • 90% of participants are satisfied by the discussions held during the regional meetings;
  • 70% of participants are more aware of each other’s challenges and more prone to dialogue and identifying solutions;
  • 90% of participants declare that they understand the importance and support the proposed measures to increase the financial sustainability of NGOs;
  • At least 5 organisations attending the meetings will express their intention to join the NGOs’ Federation For Child – FONPC ;
  • A position paper containing specific measures to increase the financial sustainability of NGOs active in the field of alternative childcare;
  • At least 30 assessments and feedback on the position paper;
  • At least 90% of the feedback is positive;
  • A four-day training session for 12 staff of SOS Children’s Villages Romania;
  • 90% of participants declare that the information received will be used in their daily work and will improve their work efficiency;
  • Development of a strategic plan for volunteering approved by the national management plan of SOS Children’s Villages Romania;
  • Organization of 2 events for the project promotion and dissemination of results;
  • Development of an action plan to secure the sustainability of the project results will be presented at the final conference;
  • 90% of participants in the final conference declare that the project has improved the overall framework of the NGOs active in the field of alternative care of children;
  • 90% of participants declare that they have understood the importance and support the measures proposed by the project in order to increase the financial sustainability of NGOs.

PROJECT ACTIVITIES:

  • Development of a research analysis on the current state of NGOs active in the field of alternative care of children
  • 8 regional meetings benefiting of the participation of representatives of both NGO and public authorities
  • Development of a position paper on the role of NGOs in the field of alternative care of children;
  • Development of a strategic plan for volunteering for SOS Children’s Villages Romania;
  • Organisation of 2 events for the promotion of the project (a launching and a final dissemination conference on the Role of NGOs in the Alternative Care of Children).

SHORT DESCRIPTION:

The proposed project put forward by SOS Children’s Villages Romania , NGOs’ Federation For Child – FONPC and SOS Barnebyer Norway / SOS Children’s Villages Norway aims to improve the overall framework of the NGOs active in the field of alternative care of children in Romania.

 

The number of children in the care of private service providers is small and thus the causes of this situation require a thorough analysis. Despite the high potential for the involvement of NGOs, there is a need for the development of an effective partnership between NGOs and public authorities as well as a clear cooperation and fair funding mechanism. All these issues are addressed by the project and shall be integrated in a position paper based on the agreement of public authorities at the national and local levels.

 

The role of FONPC is instrumental in the implementation of all activities while SOS Norway has a key role in ensuring the financial contribution of the project, good governance providing the project team with relevant materials.

 

The project also has an organizational capacity building component aimed at strengthening the capacity of SOS Romania in the field of volunteering.
